David Black is an economist specialising in the regulation of the communications sector. He is frequently engaged at the intersection of public policy and commercial interests to maximise value for all stakeholders. David has advised clients on access and wholesale regulation such as local loop unbundling and next generation access pricing. He has undertaken market analysis for a range of communications markets and has considerable experience in the application of margin squeeze tests. He has provided economic impact assessments on the value of alternative spectrum allocations and on the net benefits of new regulation and vertical separation. Prior to working in consulting, David was an economist at Oftel and a senior economist at the New Zealand Commerce Commission and Treasury. David has a Masters degree in economics and a Bachelors degree in economics and finance from the University of Waikato, New Zealand.
